The Finance Department administers approximately 6,500 Business License accounts. Each account is billed annually on or about the anniversary of the business start date. Licensing fees depend on business type and/or the gross sales of the business. The Department also administers special permit requests including film permits, handbills, outdoor displays, solicitation, bingo, fortune telling, etc.

Who Must Be Licensed?
The City of Glendora Municipal Code requires most businesses operating in Glendora to pay an annual business license tax. A City of Glendora Business License is not a regulatory license, but is a tax to help pay for the public safety needs and other needs of the City of Glendora.
All businesses, trades, professions, callings, or occupations operating in the City need a Business License. These include but are not limited to:
Any business in a retail, commercial, or industrial location.
Persons who have a home office or use their home as the headquarters of their business.
Businesses that are located outside the City, but transact business in the City such as contractors, gardeners, fumigators, repair people, consultants, etc.
Commercial or Residential owners renting four or more units.
When Must I Buy a Business License?
You must register and pay for a Business License prior to the commencement of your business in Glendora. You will be subject to penalties if you do not comply.
How Do I Obtain a Business License?

What Are the Tax Rates for Business Licenses?
Business License taxes vary with the type of business. Most retailers, manufacturers and contractors pay additional taxes based on gross receipts. Commercial and residential landlords pay additional taxes based on their number of rental units. The complete tax schedule is listed on the back of the first page of the Business License Application. In addition to the business tax, there is a $77.00 non-refundable application review fee required the first year.
Do I Need To Display My Business License?
Yes, all Business Licenses must be posted in public view at the fixed location of the business. If no fixed location in the City, the responsible party must carry the Business License with them while conducting business in Glendora.
How Often Am I Required to Buy a License?
The Business License fee must be paid annually and is valid for one year from the business start date. As a courtesy, the City sends annual renewal notices approximately five weeks before the due date. However, it is the responsibility of each business owner to pay his or her Business License fee by the date it is due, whether or not a renewal form is received. Penalties apply if the business renewal tax is not received by the due date.
If I Sell My Business is My Business License Transferable?
No, Business License certificates are not transferable. The license will be terminated when business ownership changes. The new owner will be responsible for obtaining a new Business License. Although Business Licenses are not transferable between owners; they may be transferred to a new location in Glendora upon notification to the Business License office and approval by the City Planning Department. Please advise the Business License Office in writing if you sell, close or move your business. No refunds are given when the business ceases.
What if I open another business in Glendora?
A separate license must be obtained for each branch establishment or location where the business is transacted. A separate license is also required for each separate type of business at the same location.
What if I open a business from my home?
All home-based businesses must have a license. A Home Occupation Form is required for all home-based businesses.
You must check with the Planning Department to determine if your business meets the proper zoning requirements and if the business will require a conditional use permit.

Banner Permits are issued by the Community Preservation Department. Please contact them at (626) 852-4825 for questions about hanging a temporary banner.
Contact the Building Department at (626) 914-8222 if you plan on making any physical changes to your place of business. They will determine if any building permits will be required.
Some types of businesses require special permits such as concealable firearm sales, bingo, massage, fortune telling, solicitations, vending, and Christmas tree lots. In such cases, no Business License shall be issued until the proper permit has first been obtained.
